UNSATISFACTORY STUDENT PROGRESS POLICY
Unsatisfactory Trainee Progress (Identification and Rectification)
1) To preserve the quality and integrity of the integrated programs offered by the company, student progress shall be monitored very closely both on the ground and in the air. Although the Chief Flight Instructor is directly responsible for monitoring the progress of all students enrolled in an integrated program, the Chief Flight Instructor will delegate the direct monitoring of student performance to the trainee’s primary flight instructor. The following outlines the process to be used to monitor trainee progress, identify trainee performance that falls short of the rate of progress demanded by the program, help trainees get back on track, and if necessary, the steps to be followed to remove a trainee from the program.
2) The trainee’s primary instructor is responsible for determining whether the trainee is progressing at the required pace for the integrated program.
3) At any time, should the instructor feel that the required rate of learning is not occurring, details shall be recorded in the trainee’s pilot training record and the instructor shall consult with the Chief Flight Instructor, or assigned delegate (mentor).
Initial Review
4) Unsatisfactory trainee flying progress is deemed to have occurred when any of the following has taken place:
a) Two flight cards are repeated in any one stage or multiple exercises are repeated to achieve the required standard
b) Failure of any stage check or flight test
c) Failure of any written examination
d) Consistent lack of preparedness by the trainee to learn
e) Disciplinary action has been initiated
When an instructor identifies unsatisfactory progress as described above he or she shall notify the CFI via an email to the issue tracking system including the details of the progress issue (instructions and email addresses are maintained on the Company Intranet). The CFI will respond via email to the issue tracking system and may request further information from the instructor and/or arrange a meeting to review the trainee’s records. This initial review allows the CFI to triage the issue and determine the appropriate course of action.
a) If the trainee is running on time in accordance with the curriculum, other than the current issue, and overall performance is assessed as satisfactory circumstances may not require a Progress Review Meeting. In this case the details regarding the decision will be recorded in the issue tracking system and no further action will be required. Any repeat occurrence of unsatisfactory progress shall require a Progress Review Meeting.
b) If there is evidence of chronic issues or the cause of the unsatisfactory progress cannot be readily identified, the CFI or delegate shall notify the Accountable Executive and convene a Progress Review Meeting.
Progress Review Meeting
The progress review meeting shall be conducted as follows:
a) The meeting shall be convened as soon as possible following determination that a Progress Review Meeting is required.
b) The minimum attendees of the meeting shall be the CFI, the student’s instructor(s), and the student. The CFI shall be the chairperson of the meeting. The CFI may call upon other senior personnel or instructors at his/her discretion. In the absence of the CFI the person delegated as acting CFI shall assume the responsibilities of the CFI during the meeting.
c) The initial portion of the meeting shall constitute a detailed review of student progress to date without the student present. The CFI or delegate shall present to the meeting a detailed summary of student progress to date. The student’s training records shall be reviewed. The student’s instructor(s) shall be interviewed.
d) The student shall be interviewed without their instructor(s) present, to determine if he/she can provide any reason or cause for the unsatisfactory progress.
e) The meeting shall continue without the student present and an appropriate course of action shall be determined by consensus.
f) The student shall be immediately notified of the outcome of the meeting by the CFI or delegate.
The purpose of the progress review meeting is to determine the cause or causes of unsatisfactory student progress, and to determine an appropriate course of action. Any progress review meeting may have three possible outcomes:
a) A progress check flight is conducted by the CFI or delegate to determine the trainee’s ability to learn. Following a progress check flight the Progress Review Meeting shall be reconvened to determine an appropriate course of action based on the results of the flight.
b) The student may be granted remedial training subject to a financial agreement between the trainee and Diamond Flight Centre London Inc.
c) The student may cease training and be removed from the Integrated Program.
Progress Check Flight
The CFI or their delegate (must be at least a senior Class 1 or 2 Flight Instructor), shall conduct this flight. In order to evaluate learning one new flight exercise must be taught to the student and the ability of the student to learn this exercise will be evaluated by the instructor. The exercise must be completed to at least a performance level 2 by the student in order for the progress check flight to be deemed successful. In addition, the student must maintain the required performance levels on all exercises learned to date and flown during the progress check flight, except those exercises that led to the determination of unsatisfactory progress.
The new exercise to be taught shall be chosen to be well within the learning capability of the student at his/her level of training and experience, and will normally be the next new exercise in the stage of training where the unsatisfactory progress occurred. Following the progress check flight the Progress Review Meeting shall be reconvened to determine an appropriate course of action.
Remedial Training
Each student may be allowed up to a maximum of 20 percent extra flying time in any stage of flying training to correct unsatisfactory progress. This is a one-time allowance, not 20 percent per stage. At the completion of the remedial training the Progress Review Meeting shall be reconvened to review progress made. If successful the trainee will return to normal training with increased monitoring. Follow up on the continuing training will occur as required but not to exceed 3 lessons, 4 hours or 14 days.
Cease Training
When it has been determined that a student shall cease training within the Integrated Program the student shall be notified immediately in writing by the CFI or their delegate. The student shall be provided all personal training records with copies retained by the Diamond Flight Centre Inc.
